I'm not sure I agree that it is a "new stage".
In the past people in that stage were called "students".
I remember the day, 38 years ago, when I stood on a station platform changing trains, and thinking that a phase in my life was over. I was 27 years old, and my time as a full-time student had coem to an end. It had lasted 10 years, though a quarter of that time had been in full-time employment.
There was a day when being a student meant acquiring a body of knowledge or developing a skill. Of course there have always been those for being a student was the end rather than the means. I am speaking here of the kind of student who remains in the university but never completes a course of study leading to graduation. They go from major to major soaking up someone's money and time. What Christian Smith is describing is similar but extends past graduation. People who appear to be adults but have not accepted responsibility for themselves, continuing to live off mom and dad.
